Charles Lee Dewey III, a.k.a. “Carter Allen Widmor.”
THE Office of the Attorney General-Criminal Division, through Assistant Attorney General Heather Barcinas, has officially filed a complaint for extradition against Charles Lee Dewey III, who fled Indiana after six arrest warrants were issued against him.
The CNMI OAG charged Dewey with one count of fugitive from justice. “On or about January 2024,” the OAG stated, “on Saipan, Commonwealth of the Northern Mariana Islands, the defendant … was a person charged in the courts of Indiana with a crime punishable by death or imprisonment for a term exceeding one year, and is therefore subject to extradition pursuant to 6 CMC 6901.”
Dewey, also known as Carter Allen Widmor, has been accused of, among other things, rape and sexual misconduct with a minor.
A multi-agency federal and local law enforcement task force arrested Dewey, 27, on Jan. 26 at his place of work in Kagman.
The Allen County Sheriff’s Department issued the following statement on Jan. 30, 2024:
“With the assistance of the United States Marshals Office and local Saipan police, Charles Dewey was arrested on numerous warrants from Allen County. Mr. Dewey has made an initial appearance in a Saipan court … and will be extradited to the United States at a later date. Mr. Dewey has active warrants out of Allen County for Level 1 Felony Rape, 3 counts Level 4 Felony Sexual Misconduct with a Minor, Level 5 Felony Child Solicitation, Level 4 Felony Failure to Appear on Child Solicitation and several Misdemeanor warrants. This investigation is ongoing. The warrants were issued in 2020 and 2021.”
The Fort Wayne Police Department on Jan. 29 issued the following statement: “Mr. Dewey is currently awaiting extradition back to Allen County. An investigation is now under way to determine if Mr. Dewey had [help] fleeing and if he received assistance while in hiding. We would like to thank the USMS for their perseverance and assistance in locating Charles Lee Dewey III.”
According to the affidavit of probable cause issued in Allen County, State of Indiana against Dewey, a 15-year-old girl told police that the defendant propositioned her for sex four times beginning in August 2020 when he knew she was only 14 years old at the time.
In one incident, the victim told police that Dewey “made her engage in sexual conduct and when she cried and told him she was only 14, he answered that he knew it was against the law, but didn’t care, because he had cancer and wanted to have as much sex as he could before he dies.”
On Dec. 8, 2020, the father of another girl called the police at 9:51 p.m. to report that Dewey had raped his daughter. The father told police he had forgotten his wallet and when he returned home, he found Dewey standing at the garage door of his home. After an altercation between them, Dewey drove away in a bright blue Toyota, the affidavit added.
On Jan. 8, 2024, the U.S. Marshals Service in the District of the Northern Mariana Islands received a request from the Northern District of Indiana, Great Lakes Regional Fugitive Task Force in locating and apprehending Dewey, who was believed to be residing on Saipan.
On Jan. 19, Homeland Security Investigations and local task force officers located Dewey and learned that he was using the alias Carter Allen Widmor.
Dewey had also acquired a CNMI driver’s license as Carter Allen Widmor.
In a feature article published by Variety a year ago, Dewey, as Carter Widmor, said he was a cancer survivor who taught people how to play guitar for a minimal fee and was also a professional web designer.
In September 2023, Widmor, who said he was born in an Amish community, complained that the local Social Security Administration office had refused to issue him a Social Security number.
