ATTORNEY General Edward Manibusan supports House Bill 23-26, which proposes to allocate 10% of excise tax collection to the solid waste management revolving fund.
Authored by Rep. Blas Jonathan Attao, the bill has been passed by the House of Representatives and is now with the Senate Fiscal Affairs Committee.
In his letter to Senate Vice President Donald Manglona, the committee chair, Manibusan said H.B. 23-26 is consistent with the legislative intent of Public Law 13-42, which created the Solid Waste Management Revolving Fund.
The AG said the bill would help the Department of Public Works accomplish its mission in operating the Marpi Landfill while complying with CNMI and federal laws and regulations.
The allocation of 10% of excise tax to the revolving fund, Manibusan added, was previously repealed or suspended to the detriment of DPW in the area of solid waste management.
Manibusan urged the Senate to pass H.B. 23-26. He said there are no apparent legal impediments to the passage of the bill, which, he added, would greatly benefit DPW in its efforts to manage the local community’s solid waste.
