5 years to implement new GovGuam system

HAGÅTÑA (The Guam Daily Post) — A new Guam Financial Management Information System will soon replace the outdated system managing all the government of Guam financial records at the Department of Administration, the department announced.

The GFMIS will take five years to implement, the department said. The first release is scheduled for later this month and will cover GovGuam’s financials, payroll and human resources.

“By embracing cutting-edge systems, starting with financials, payroll and human resources, we pave the way for real-time information access, empowering us to make sound, data-driven decisions that safeguard our taxpayer dollars,” said Gov. Lou Leon Guerrero.

The DOA Office of Technology, along with vendor Performa Inc., announced the GMFIS on Friday.

“In addition to this new financial management information system, we are also working toward obtaining a new system that will modernize, streamline and improve GovGuam’s permitting processes,” said Lt. Gov. Joshua Tenorio.

Similar systems were launched in Paris, Africa and throughout the United States, according to Performa Inc. CEO Raphael Gabay.

“After 18 long months of procurement and a year’s preparation, we are pleased to begin implementation and have already started training employees governmentwide to use this new system,” said DOA Director Edward Birn.

DOA already is working with the staff of the Legislature’s Office of Finance and Budget, who will have access to the system once they are trained, and will work to train all public officials, including the Guam Legislature and village mayors, Birn said.
