HAGÅTÑA (The Guam Daily Post) — A man on probation in federal court for charges related to a sham marriage was charged with family violence in the Superior Court of Guam.
On Saturday at about 3:56 a.m., officers with the Guam Police Department responded to a disturbance at the Pit’s Inn in Tumon where a woman told police, Yves Bansil Pelayo allegedly threw a bucket of ice at her head.
According to the magistrate’s complaint, Yves Pelayo, 34, and the woman were arguing while cleaning at the bar when Yves Pelayo allegedly “threw a bucket of ice to the victim’s head, which struck her neck and caused her pain.”
“The victim added that this was not the first time the defendant was violent toward her and that she did not report a previous incident to the police,” the complaint stated.
Officers found surveillance footage of the incident which corroborated the victim’s statement. Yves Pelayo also allegedly admitted to arguing with the victim and throwing a bucket of ice toward her.
Yves Pelayo was charged with family violence as a misdemeanor.
District Court
In May, Yves Pelayo was one of three individuals to be sentenced to periods of probation in the District Court of Guam for their involvement in a fraudulent marriage.
According to court documents, Ana Liza Montanez Pelayo came to Guam from the Philippines in 2014 and Sandra Valerio, a U.S. citizen, introduced her to Yves Pelayo, who is a U.S. citizen and resident of Guam.
The three agreed Yves Pelayo and Ana Pelayo would “enter into a sham marriage for the sole purpose of” Yves Pelayo assisting Ana Pelayo in obtaining a green card in exchange for a vehicle. Valerio planned and made the arrangements for the marriage, court documents state.
After the wedding and during the conspiracy, Valerio paid Yves Pelayo about $20,000 to go toward a vehicle and Yves Pelayo filed documents to ensure Ana Pelayo was a permanent resident and received immigration benefits, documents state.
Ana and Yves Pelayo later pleaded guilty to the charge of conspiracy to commit marriage fraud, and Valerio pleaded guilty to conspiracy to defraud the United States.
All three were sentenced to three years of probation.
