COMMONWEALTH Ports Authority staff attorney Joseph Hallahan will report for work as full-time House legal counsel starting on Jan. 15, 2024.

The current House legal counsels are Joe Taijeron and John Bradley, who will now work as part-time Legislative Bureau in-house legal counsels. The Senate’s legal counsels are Jose Bermudes and Antoinette Villagomez.

In a memorandum last week, LB Director Perry John Tenorio informed Senate President Edith Deleon Guerrero and Speaker Edmund S. Villagomez that Bradley “no longer wants to be on full-time status.”

Noting the critical importance of having a full-time staff attorney to serve legislators, Tenorio said they offered the position of House legal counsel to Hallahan, who accepted it.

“We look forward to his employment with the bureau and service to the House of Representatives as legal counsel,” Tenorio said.

He also noted “the absence of a dedicated attorney to support and offer guidance to the LB director.” To address this concern, he said Bradley, on a part-time basis, will offer legal advice and support to the LB director, contribute to administrative functions, and concentrate on long-term legislative projects.

“Mr. Bradley will report directly to the LB director, delivering outcomes in the form of updated office policies, standardized contracts, a drafting manual, forms, and proposed legislation. By centralizing these legal responsibilities within a single position, the LB director can enhance consistent administrative oversight and streamline the overall processing of legislative matters,” Tenorio said.
