“They should lift the moratorium in order for the beneficiaries, particularly those on the waiting list, to avail the program,” he said, adding that it is unfair that DPL continues to give out lands to “influential persons.”
Cruz is also questioning DPL’s decision to “convert” the public lands in San Vicente into a homestead area.
According to their investigation, Cruz said, the two public lands with lot numbers 030 J05 and 030 J03 on Baranda Lane, San Vicente were awarded to a “favored” individual. The lots have an area of 936 sq. m. and 937 sq. m.
Cruz said based on the map of DPL’s planning division, the area is public land and not for homestead.
“We are sure that you are aware of who we are talking about and it is our hope that public land was not turned into homestead in favor of affiliations, favoritism, friendship, relationship or other forms of trade-offs or special favors [despite the] moratorium,” he told Department of Public Lands Secretary John Del Rosario, who was unavailable for comment yesterday.
Cruz told Variety that a house has already been constructed on one of the lots.
The construction has a building permit number BSC-08R-S-047 and was issued on April 5, 2008 by the Department of Public Works, he added.
