Lawmakers express concern over handling of Aggreko proposal

Sen. Paul A. Manglona, R-Rota, expressed concern over CUC’s recent signing of the contract with Aggreko International Projects Ltd., saying he was surprised to learn that the administration approved the temporary energy proposal submitted by the U.K.-based power company.

“I’m just concerned about the way it was handled because CUC was offered a [request for proposal] as late as March this year” by other power firms that offered lower power rates than Aggreko’s, Manglona stated.

The CUC-Aggreko contract states the utilities agency “shall pay to Aggreko as energy charge…an amount of U.S. $0.0500 per kilowatt hour…”

There were power firms that offered 3 cents per kilowatt hour rate but the administration and CUC did not consider them, Manglona said.

The lawmaker asked, “What was the basis for Aggreko’s selection?”

The Aggreko deal seem to be “not transparent and fair,” he said.

Rep. Victor B. Hocog, Ind.-Rota, doubts the validity of the RFP with Aggreko.

 “How did the administration acquire [the services] of Aggreko?” he asked.

He believes the Aggreko energy proposal has been on the table for two years, but the administration acted on it only now.

The administration should review the details of the old RFP from Aggreko whether they are still legal or applicable to the present time, Hocog said.

He hopes the Aggreko proposal is within the bounds of the law, otherwise “we’re going to run into legal concerns.”

Should the Aggreko proposal is no longer valid, the government should announce a new RFP, Hocog added.

CUC signed a contract with Aggreko on June 19, 2008 for “temporary power generation services” for one year as the utilities agency and its contractors at the power plants try to rehabilitate its engines.
