DPS Commissioner Clyde K. Norita addressed his Directive 104, dated June 9, to the department’s resident directors on Tinian and Rota.
Norita said the exemption will be granted only to residents of the two islands who will be able to comply with certain requirements.
He said to avail of the exemption, the resident must be able to present a CNMI voter registration card or proof of residency by providing two supporting documents such as utilities, television, telephone or Internet billing showing billing address.
Nonresident workers who wish to apply for a driver’s permit are required to provide a copy of their current employment contract, Immigration and Labor identification cards to prove their residency, and a notarized statement from the employer who has met the residence requirements on the two islands.
For students, a notarized certification of attendance is required from the Public School System.
Norita said students attending Northern Marianas College on Tinian and Rota must also provide a certification of attendance from NMC signed by the resident administrator or the registrar.
Norita ordered the resident directors to provide him a written report showing a list of exempted applicants, the documents they used as proof of residency and copies of the issued CNMI driver’s licenses of the applicants on a weekly basis.
Public Law 15-22 requires individuals to complete a driver’s education at a recognized driving institution before applying for and taking the driver license exams and driving test.
P.L. 15-22 took effect on June 2, 2008.
