In a letter to the Legislature, Cruz said David Burger’s appointment to PUC is “suspect” given his connection with CISCO, one of the contractors hired by the Commonwealth Utilities Corp. to rehabilitate Power Plants 1 and 2.
CISCO’s repair and overhaul efforts have been suspended due to lack of parts needed to complete the work on the five engines at Power Plant 2.
Gov. Benigno R. Fitial on May 6, 2008 appointed Burger, an accountant, and former CUC board member Laura Manglona to the five-member commission.
Their appointments require the confirmation of the Senate and the House of Representatives.
“He is highly connected and affiliated with CISCO,” Cruz said, referring to Burger.
CISCO, or the Commonwealth Industrial Supply Company Inc., “has a questionable sole source contract that was never delivered at Power Plant 2,” Cruz said.
He said CISCO signed a $885,000 contract with CUC in May 2006, but sealed a “contract change order” for $1.2 million in the same year.
Sen. Paul A. Manglona, R-Rota and chairman of the Senate Committee on Public Utilities, Transportation and Communications, said he knows Burger and Laura Manglona’s backgrounds and their appointments should be confirmed.
Sen. Paterno S. Hocog, R-Rota and chairman of the Senate Committee on Executive Appointments and Government Investigation, believes the nominations “will be confirmed — unless there’s a problem with their documents.”
