In addressing the leadership of both states during the establishment of BWA, Paramount Chief Reklai had said: “ This is more than protecting a valuable resource. This is about preserving and nurturing a way of life of the Palauan people.”According to Joyce Beouch, BWA, which now includes Ngiwal State, has set an action plan to accomplish its mission – to protect, conserve, and restore the water resources of Babeldaob through collaborative outreach, education, networking, science, information sharing, and technical assistance for the communities of the island.Beouch said that one of BWA’s goals is to increase involvement of the leadership of all of Babeldoab states and to raise public awareness
