Senate Bill 16-16, offered by Sen. Paterno Hocog, R-Rota, would have amended the Public Lands Act of 2006 to establish a resident director for Tinian and Rota.
The mayor of each island was proposed to recommend the appointees with the advice and consent of their municipal councils.
Fitial said a separate bill already addressed Hocog’s concerns.
“I disapproved this bill because I believe the intent of the bill may already be addressed in Public Law 16-8 and because I believe that certain provisions of the bill may be in conflict with our Constitution on the efficient administration of public lands under the executive branch,” the governor said.
