CPA comptroller, 2 accountants resign

On Tuesday, acting comptroller Frances Mafnas  tendered her resignation effective Sept. 19.

Some weeks ago, two of her senior accountants resigned effective July 25 and Aug. 29.

CPA’s accounting division has only four employees left.

After 16 years at CPA,  Mafnas indicated in her letter of resignation that she wanted to retire already.

Just two months ago, CPA’s senior staff engineer John Sablan resigned. This was shortly after a $50,000 salary cap was imposed by the governor on all CPA personnel.

There were five senior employees of CPA affected by the salary cap, and they included Sablan and Mafnas.

CPA’s acting comptroller is expected to be named the acting executive director when Lee Cabrera retires at the end of the month.

Cabrera has already resigned from CPA but was asked by the governor to remain at the agency at least until Aug. 31.

The other CPA officials who have already resigned or retired include former Executive Director Carlos Salas, former Executive Director Clyde Norita, CPA fire chief Stanley Torres, deputy director Reno Celis, legal counsel Joe Bermudes, and comptroller George Palican.  

Since June, CPA employees have been on a 72-hour work schedule following the implementation of cost-cutting measures.
