Bill to allow administrative leave for National Guard, Reserve and ESGR volunteers

SENATE President Edith Deleon Guerrero on Monday pre-filed Senate Bill 23-45, which would authorize administrative leave for members of the U.S. National Guard, Army Reserve and Employer Support of Guard and Reserve volunteers employed by the CNMI government.

S.B. 23-45 would require the CNMI government to compensate an employee granted administrative leave at the employee’s regular rate pay for those regular work hours during which the employee is absent from work.

The bill states that the CNMI government, as an employer, “wholeheartedly supports and values the employment and military service of members of the National Guard and Reserve in the United States as well as the valuable partnership and services of the Guam-CNMI State Committee for the ESGR.”

The bill added, “One important way to support the Commonwealth government employees who are members of the National Guard and Reserve as well as the hardworking volunteers of the ESGR is to authorize administrative leave during working hours for such employees to attend official ESGR events.”
