On Friday, Foster was sworn-in as the new associate justice. Her joining the judiciary made the female justices headed by Supreme Court Chief Justice Arthur Ngiraklsong five in total.
The other female justices are Lourdes Materne, Honora Rudimch, Kathleen Salii, and Rosemary Skebong.President Remengesau during his remarks at the swearing-in ceremony said Foster is now in the “majority group” with now five females, outnumbering the make justices.“This is a historic day for the judiciary. Foster is now the fifth woman judge to sit on the bench,” Remengesau said.“Good judgment has no gender,” he added as he welcome Foster to Palau who was joined by her husband, two sons and in-laws during the oath-taking at the Judiciary Building at the capitol in Melekeok.“She has the commitment to serve,” the president said.Foster replaces former Associate Justice Larry Miller, who resigned last year.Foster served as an Assistant United States Attorney in the District of Columbia and was highly recommended by Palau’s Judicial Nominating Commission.Foster is a magna cum laude graduate of Harvard University, and received her law degree from the University of Texas. Before serving as an Assistant United States Attorney, Foster clerked for District of Columbia Supreme Court after law school. She was also in private practice with the Washington, D.C. law firm of Zuckerman Spaeder.”
