JOHN Roman Lisua is accused of stealing gasoline from Joeten-Kiyu Public Library’s pickup truck on two occasions.
Lisua, 40, was charged with theft and tampering with a government vehicle. He appeared in the custody of the Department of Corrections before Superior Court Judge Lillian A. Tenorio for a bail hearing on Tuesday.
The defendant was represented by Assistant Public Defender Karie Comstock, while Assistant Attorney General David Karch appeared for the government.
Judge Tenorio imposed a $20,000 cash bail on Lisua, who was remanded to the custody of Corrections and ordered to return to court for a preliminary hearing on Sept. 10 at 9 a.m. and an arraignment on Sept. 15 at 9 a.m.
Lisua was identified as the suspect after police detectives reviewed surveillance footage from JKPL. According to the complaint, Lisua was seen under JKPL’s Nissan Frontier pickup truck parked in the library parking lot.
The footage also showed Lisua walking away from the truck holding a transparent gallon of liquid in his right hand and a rolled-up hose in his left hand.
Police detectives stated that there were two incidents of gasoline theft from the same vehicle, occurring on Aug. 21 and 25, 2025.
The complaint noted that Lisua has a pending criminal case in which he is charged with sexual abuse of a minor in the second degree, assault and battery, and disturbing the peace. He was previously released to a third-party custodian.
