$50K bail set for man accused of sexually abusing 3 minors

VALENTINE W. Mangarero is accused of sexually abusing three minors, ages 13 and 14.

Mangarero faces charges of sexual abuse of a minor in the first degree, assault and battery, indecent exposure in the first degree, indecent exposure in the second degree, and disturbing the peace.

At a bail hearing on Sept. 4, 2025, Superior Court Judge Kenneth L. Govendo imposed a $50,000 cash bail on Mangarero. He was represented by Assistant Public Defender Emily Thomsen, while Assistant Attorney General Frances Demapan appeared for the government.

Judge Govendo remanded Mangarero to the custody of the Department of Corrections and ordered him to return to court for a preliminary hearing on Sept. 10 at 1:30 p.m. and for arraignment on Sept. 22 at 9 a.m.

The complaint was filed after a woman reported the sexual abuse on Aug. 17, 2024. Court documents did not indicate why the case was filed only recently.

Division of Youth Services-Child Protective Services personnel conducted a forensic interview with the three minors, who stated that Mangarero touched them inappropriately and exposed himself on multiple occasions.
