He said the rules should be drafted next week.
Before it was destroyed by a typhoon years ago, the East Harbor helped fishermen and tourists reach the waters east of Rota.
The East Harbor rehabilitation is among the three major projects funded federally that DPW has completed on Rota.
It involves the installation of sheet piles made of steel plates, latter railings; the digging of a ponding basin; the construction of a concrete swale as well as paved parking stalls to make the harbor strong enough to withstand typhoons.
The other projects are Rota Junior High School’s classrooms and the replacement of roof of the island’s fire station.
Inos said once the harbor opens, it will bring tourists back to Rota and benefit local fishermen.
On Sundays, he added, the East Harbor will be open for school sports activities.
