A 39-year-old mother is accused of beating up her daughter over $10.
Rosel Ayuyu Imperial was charged with child abuse and assault and battery.
On May 13, Superior Court Associate Judge Joseph N. Camacho granted the defendant’s request to be released to her son after posting a $20,000 unsecured bond.
Imperial was ordered to return to court on May 20, at 10 a.m. for a preliminary hearing, and on May 23 at 9 a.m. for an arraignment.
Imperial was ordered not to have any contact with her daughter.
According to the police complaint and affidavit of probable cause in support of the issuance of an arrest warrant, Saipan Southern High School reported the child abuse incident to the police.
At the Division of Youth Services office, the victim, in a forensic interview, told investigators that on March 14, 2022 after school, she went to her cousin’s house.
Later in the afternoon when she came home, her mother asked the victim where her mother’s $10 was.
The victim told her mother that she did not know as she came from her cousin’s house, and that she didn’t have it.
In the bedroom, the victim said her mother pulled her hair with both hands, pinched and scratched her.
Police said there are photos of her injuries that included dried blood from scratches, bruising, and scratches that appeared to be bite marks.
The victim told police that she ran away to her cousin’s house, saying that she was sad and scared of her mother.
On May 12, 2022, the school counselor told police that she received a call from the victim’s cousin.
The cousin told the counselor that her aunt pulled the victim’s hair, bit her thigh, scratched her arms, and hit her.
The counselor checked the victim for injuries and saw that she had bruises and scratches on her body. The counselor immediately notified the school principal who in turn called for police assistance.
According to the school counselor, in one of her previous meetings with the victim, the child said that when she put food on her plate, “her family told her that the food was not for her and she would have to throw it away.”
The counselor also told police that the victim would miss school for a long period of time, and during a home visit in November-December 2021 she saw that the house was not clean, and her clothes were unwashed.
