This is mandated by Public Law 16-32, the FY 2009 budget measure enacted after lawmakers overrode the governor’s veto.
On Friday, the Legislature’s presiding officers finalized the certification form that will be distributed among government offices which will use it for their requests for replacement hire.
The Legislature at the same time urged government offices to comply with the full-time employee limitations set by the budget law.
Sen. Maria T. Pangelinan, D-Saipan, said the certification process will allow the government “to keep track of any new hiring.”
The current budget only allows for critical hiring, the chairwoman of the SenateFiscal Affairs Committee added.
“The budget is very clear about what positions should be hired so there’s no reason to hire anybody else,” she said in an interview on Friday.
