Lt. Gov. Eloy S. Inos, in his capacity as acting governor, made the appointment.
“Mr. Joseph Kevin P. Villagomez, secretary of public health, will be on personal leave beginning May 22, 2009. Effective this date, and until the return of Secretary Villagomez, I designate Mr. Pedro T. Untalan, hospital administrator, acting secretary of public health,” a memorandum that Inos signed stated.
