Associate Judge Kenneth L. Govendo imposed the bail on Frank Hocog Ramangmou, 41, his son Carlos Ramangmou, 19, and Marvin Litulumar Somol, 23, for their temporary liberty.
Assistant Attorney General George Hasselback who represented the government during yesterday’s bail hearing moved to increase the recommended $2,500 cash bail for each defendant. The court agreed.
Assistant public defender Richard Miller represented Litulumar while the court will appoint an attorney for both Frank and Carlos Ramangmou.
Govendo placed the defendants under several court conditions if they post bail. The conditions include returning to court whenever required to do so, obeying all Commonwealth laws, and having no direct or indirect contact with the victims and the witnesses. Govendo also placed the defendants on a 6 p.m. to 7 a.m. curfew.
In his affidavit, Detective Vince S. Salas said the Department of Public Safety received a disturbance report at the RJ Apartment in Susupe.
He said the responding police officers met with two males identified as Reyad Tagle and Jose Bautista a.k.a. Joey outside the RJ apartments. Salas said that the two men had an argument prior to the arrival of the police officers.
Salas said the responding police officers learned that the argument between the two men arose from salt being put in Tagle’s drink. Bautista told police that he stepped out of the apartment to stop the argument. When Tagle followed him to ask for explanation, Bautista said he went back inside the apartment and locked the door.
Tagle told police that while he was outside the apartment, he remembered being punched several times by an unknown person before he fell to the ground, where he was kicked.
Two witnesses told police they were strolling in Susupe that time and decided to pay a surprise visit to Tagle at his apartment. When the witnesses arrived at the apartment, they reported seeing Tagle and Bautista already drunk. The witnesses further said that they saw four men walk over to Tagle’s apartment and started beating Tagle and Bautista.
Bautista told police he went to check on Tagle after locking the door on him but he saw the suspects beating up Tagle. He said he tried to intervene but the suspects punched him in the face. He said he tried to defend himself but someone hit him on the head.
Salas said both Tagle and Bautista sustained serious injuries on their faces but they refused to be brought to the hospital for treatment.
The two victims separately identified the suspects from a set of photo line up of possible suspects from the DPS.
Govendo set the preliminary hearing for Aug. 5 and the arraignment for Aug. 10.
