Letter to the Editor: Misstatement

The misstatement is at the end of the article.

The article made a misstatement about Allegiance Capital Corp.’s proposed dry dock project: “up to this time the business proposal had not moved forward.”

This project requires many pieces of effort to come together over a long time frame.  One of the most critical items deals with getting Title 10 of the United States Code amended to allow United States Navy ships to be repaired or overhauled in the Commonwealth of the Northern Mariana Islands.  

The bill introduced by Congressman Gregorio Kilili Camacho Sablan is only a first step.  Moving a bill through the complex machinery of Congress requires support of multiple sources and we are working to marshal support for the measure in Texas and other areas.   Without this change in the United States Code, there can be no Naval utilization of a Saipan Dry Dock facility.

Reviewing legal requirements, understanding situation nuances, developing plans and working out contingencies are something good management does quietly and without fanfare.  This process will not happen overnight and is not inexpensive.  Until Allegiance Capital Corp. is convinced that critical steps necessary to a successful project are completed, it will be working quietly with the appropriate commonwealth agencies to minimize disruption of port operations.
