GOVERNOR David M. Apatang and Lt. Gov. Dennis James Mendiola on Monday declared a Commonwealth state funeral in honor of the late Gov. Arnold I. Palacios.

The state funeral, with full honors and ceremonial tribute, will be held on Saturday, August 2, 2025, at the Gov. Pedro P. Tenorio Multi-Purpose Center in Susupe, from 9 a.m. to 10 a.m.

Prior to the state funeral, the late governor’s family announced that a rosary will be held at Kristo Rai Church in Garapan from Tuesday to Friday. The schedule is as follows:

Tuesday at 7 p.m.

Wednesday at 6 p.m.

Thursday at 7 p.m.

Friday at 7 p.m.

In their declaration, Apatang and Mendiola invited all elected government officials to attend and urged them to observe proper and dignified attire — formal black suits for all, with black ties for men. They also noted that many visiting dignitaries and the late governor’s associates from abroad — representing the Pacific region, Asia, and the U.S. government — are expected to attend the state funeral.

The general public, businesses, and non-profit entities are welcome to pay their final respects to Governor Palacios during the memorial wake and funeral service at Mount Carmel Cathedral, immediately following the state funeral.

The memorial wake and funeral service will take place from 10:15 a.m. to 2:45 p.m., followed by a Mass of Christian Burial and interment at the Marpi Public Cemetery.

“Let us come together as a Commonwealth to honor and pay tribute to Governor Palacios’ love for his people, lifelong passion for public service, and lasting legacy,” Apatang and Mendiola said.
