Ray Masga is CUC’s new technical manager for oil

FORMER Division of Environmental Quality Director Ray S. Masga is the Commonwealth Utilities Corp.’s new technical manager for oil, the position previously held by Maximino Simian.

Masga signed a two-year contract, CUC Executive Director Gary Camacho said.

The technical manager for oil position is required by the federal Stipulated Order No. 1. Before Masga was hired by CYC in December, the position had been vacant since Feb. 2019.

The other SO1 position that has been vacant since last year is that of the water and wastewater treatment plant supervisor, which was previously held by Richard Wasser.

CUC recently hired Randy Blackcloud and Joseph Carlson for two other SO positions: water and wastewater division manager, and chief engineer for water and wastewater.

Carlson, however, has already left Saipan to be with his wife who accepted a job offer in Australia.

In Nov. 2008, after the U.S. Environmental Protection Agency cited CUC for violations of the Clean Water Act and the Safe Drinking Water Act, the District Court for the NMI issued Stipulated Orders 1 and 2.

SO1 focuses on drinking water issues while SO2 focuses on oil issues such as requiring CUC to repair and replace oil storage and operation infrastructure, manage tank and pipeline facilities, and require spill and emergency response equipment and protocols.
