Governor approves $1.7M spending measure

GOVERNOR Ralph DLG Torres on Friday approved House Local Bill 21-49, which appropriates $1,743,000 in poker fees for various projects, programs and activities.

Co-authored by Speaker Blas Jonathan Attao, House Floor Leader John Paul Sablan and Rep. Ralph N. Yumul, H.L.B. 21-49 is now Saipan Local Law 21-16.

It allots funds for the following:

  • $875,000 for the Saipan Higher Education Financial Assistance, provided that $250,000 will be reserved for SHEFA personnel and operations. The expenditure authority will be the SHEFA board chair.
  • $650,000 for the Saipan Mayor’s Office personnel and operations. Saipan Mayor David M. Apatang will be the expenditure authority.
  • $50,000 for the Northern Islands Mayor’s Office for personnel and operations. Northern Islands Mayor Vicente B. Santos will be the expenditure authority.
  • $30,000 for the Saipan and Northern Islands Municipal Council for personnel and operations. Council Chairwoman Debra Camacho will be the expenditure authority.
  • $75,000 for the Commonwealth Zoning Board for personnel and operations. The board chairman will be the expenditure authority.
  • $38,000 for the CNMI Museum for personnel and operations. Executive Director Danny Aquino will be the expenditure authority.
  • $25,000 for the CNMI Cannabis Commission office equipment and renovations. Commission Managing Director Monique Sablan will be the expenditure authority.

The new local law does not allow the monies to be reprogrammed for any other purpose, adding that the funds will be appropriated without fiscal year limitations.
