House special committee to subpoena DPS documents

THE House Special Committee on Fiscal Review of Executive Expenditures on Monday voted to subpoena documents it had requested from the Department of Public Safety.

A letter was sent to DPS Commissioner Robert Guerrero on July 28, requesting the following documents:

  • Any and all records of meetings of the DPS regarding Deer Meat for Dinner, Robert Arrington, and/or Gov. Ralph DLG Torres’ trip to the Northern Islands, including meeting agendas, meeting minutes, meeting notes, and/or video or audio recordings.
  • Any and all written plans, proposals, presentations, letters, memoranda, email correspondence, or other communications in the custody of the DPS relevant to the promotional trip to the Northern Islands in June to July of this year.
  • Any and all expenses incurred by the DPS in connection with the Northern Islands trip, including but not limited to fuel, food, beverages, water, materials, supplies, equipment, boat charters, employee compensation including overtime, and any fuel fleet card purchases, purchase orders, contracts, rental agreements, boat charters, billings and receipts.
  • Any and all DPS boats, vehicles, equipment, gear, materials, or supplies utilized for the promotional trip to the Northern Islands led by Governor Torres and Arrington in June-July 2020.
  • Any and all DPS boats, vehicles, equipment, gear, materials, or supplies left in the Northern Islands, the reasons they were left behind, and the person(s) who received these items.
  • Grant terms and conditions of all federally funded DPS boats, vehicles, generators, or other equipment utilized for this trip.
  • Log sheets, manifests, and any other records kept by the DPS Boating Safety Office documenting cargo, passengers, crew, dates and times of travel, for each trip conducted between Saipan and the Northern Islands in connection with the promotional project led by Governor Torres and Arrington in June-July 2020.
  • Names of any and all personnel in the DPS involved in the planning and execution of the promotional trip to the Northern Islands with Governor Torres and Arrington.

The department was given a five-day period to comply by either submitting the requested documents before the deadline or requesting for an extension.

However, as of Monday afternoon, the special committee had yet to hear from the department.

The special committee said the subpoena would be for the requested documents from the department, not specifically for Commissioner Guerrero.

Chaired by Rep. Ralph Yumul, the other members of the special committee are Vice Speaker Lorenzo Deleon Guerrero, House Floor Leader John Paul Sablan, House Minority Leader Edwin Propst, Reps. Luis John Castro, Donald Manglona, Tina Sablan and Edmund Villagomez.
