In a vicinity with utterly failed governmental institutions, including a judiciary exempt from criticism/reform by its own tail-between-its-legs bar membership, a decades’ old utility cluster mess, unsatisfactory educations institutions (save for the PNG learning center at which your chiefly justice earned his law credentials), etcetera ad nauseam…well, good luck saving the fish.
In any event, between 1986 and 2002, it was difficult if not impossible to find any decent fresh fish anywhere in a CNMI locale…other than the Costco Star Kist tuna-stocked shelves.
