Letter to the Editor: Employee morale

The following is that letter:

Dear Mr. Villagomez:

This is to inform you that I have reviewed that investigative report presented to me by Charlie Kenti on March 3, 2010. Based on the information presented in this report, I am concurring with the recommendations offered to address this situation.

I am making the following decisions in hope that this matter resolved and brought to a closure:

1. Based on the investigation of your time cards, PSS is restoring the number of hours on pay period numbers 17, 23 and 1 as a comp-time. The total number of hours is approximately 13.5 hours (9×1.5 hrs).

2. You must adhere to the SPED Drivers Operations Schedule daily and must follow the instruction of your supervisors to time out and in during lunch. Failure to follow these expectation may be used as cause for more stringent disciplinary actions, including but not limited to dismissal from you position.

3. In order to work over time or comp-time in the future, you must fill out the Comp-Time Form to ensure proper record keeping of your overtime or comp-time hours worked.

4. Any overtime or comp-time work to be performed by you must be verified and approved in advance by your immediate supervisor to ensure that overtime or comp-time requests are in the best interest of the program; ensuring effective and efficient operation of the program.

5. The Bus Supervisors shall be more accountable to the overtime or comp-time needs of the program. They shall review all overtime or comp-time request by the employees to ascertain that such request promotes efficiency of the program.

6. The Bus Supervisors must make sure that all overtime or comp-time request must be authorized in writing, utilizing the PSS comp-time form. The Supervisors failure to comply with this procedure will be disciplined accordingly.

7. The Bus Supervisors must communicate, clearly, with employees about time and attendance and must provide clarification on issues and concerns expressed by employees.

8. The Supervisors must not alter employees’ time cards without first meeting with the individual employee to discuss his/her time cards.

9. After meeting with respective employee, both the Supervisors and employee must initial any amendment(s) to the time card to acknowledge that amendments were discussed and agreed upon.

The solutions outlined above should bring closure to this matter and that you and the Bus Supervisors will redirect your energy and focus to providing quality transportations services to our Public School students who expect nothing but the best from all of us.

Dear Mrs. Rita A. Sablan:

Enclosed please find a copy of the letter by you (Rita A. Sablan) dated March 8, 2010 and my Request List.

This is to inform you that I have reviewed the enclosed letter dated March 8, 2010 responding to what you called an investigative report presented to you by Charlie Kenti regarding my ongoing concern about my altered time cards and employee morale over at the main Public School System Bus Station.

What contained in the investigative report presented by Charlie Kenti, I do not know. Your decision in hopes MY ONGOING CONCERN be resolved and brought to a closure are noted. Thank you. Unfortunately, I am not satisfied with your offer.

Here is my Request List.

A) Tampered Time Cards

1. Copies of the Original time cards must be provided to me from year 2005 to present by June of year 2010.

2. All my “unexplained or unsupported altered time cards” from year 2005 to present must be accurately paid in full on a timely manner.

3. Furnish me a copy of your calculation on my PAID “unexplained or unsupported altered cards” with the information indicating which days were calculated.

B) Paychecks

• Provide me copies of all my printed checks from year 2005 to present by June of year 2010.

C) Sick Leave

• Furnishing me a copy of your calculation on all my paid out and pending sick leaves by June of year 2010 with the information indicating which days were calculated.

D) Annual Leave

• Furnish me a copy of your calculation on all my paid out and pending annual leaves by June of year 2010 with the information indicating which days were calculated.

E) Comp Time

• Furnish me a copy of your calculation on all my paid out and pending Comp Time by June of year 2010 with the information indicating which days were calculated.

F) Annual leave, sick leave & comp time

• Fix the check printing machine if it’s the cause to the missing information on the check stubs ASAP. I need the Annual Leave, Sick and Comp Time visible on all my check stubs from now on.

Please mark “yes” or “no” to all questions on the enclosed Request List along with your signature, Charlie Kenti, and Rose Deleon Guerrero (Time Keeper) and mail your response to my attention via air mail to my mailing address provided above. If so, explain in writing why my request have a delay or may not be furnished at all.

Must this deliver your hopes and mine in resolving and bringing the matter to a closure.
