Letter to the Editor: Irresponsible legislation

Prior warnings sent by former Interior Secretary Richard Montoya, former Presidents Ronald Reagan, George Bush Sr. and Bill Clinton clearly stated that the “uncontrolled influx of alien workers in many segments of the NMI economy can only result in increased Social and Cultural problems.”

The fact that we are a minority in our homeland is proof that such important and critical warnings by concerned congressional members and former Department of Interior Secretary is a clear and blatant sign that we are being managed by self-interest elected leaders.

The Senate’s discussion on House Bill 16-208 concerning negotiations between local hires and non-residents should have never been a discussion to begin with, and the lack of understanding and commitment that our local U.S. citizens and residents are of first priority is the very reason so many are now unemployed.

As for amendments removing the two-year experience requirement for a student nurse seeking employment, that is irresponsible.

For example Loyola University graduates student nurses within a six-month time frame, with No prior experience in the field of nursing or the medical field.

Now, how did the Senate come to the conclusion that it is O.K. for a student nurse who lacks experience to be attending or assisting doctors with patients or patients for that matter?

Has their been a survey or public hearing made to find out exactly from patients at CHC whether they are willing to be checked by a student, inexperienced nurse?

House Bill 16-208 authored by Rep. Justo Quitugua and fully supported by Senate President Pete Reyes is IRRESPONSIBLE. Federal Immigration control come November 2009 will eliminate any and all CNMI laws pertaining to immigration.

The exclusion of foreign countries listed by DHS on the visa waiver program is also a huge factor ignored by the authors and supporters of an irresponsible and self-interest bill.

All of you elected leaders should be carefully listening to your colleagues when an opposition is made such as the ones Sens. Luis Crisostimo and Joseph Mendiola debated during discussions for they made more sense than any of the supporters combined.

Long-term detrimental [decisions] affecting U.S. citizens and residents should be the PRIORITY.
