It is not the retirees, pending retirees and members of the Retirement Fund’s problem that the government does not have the money to pay for their own creation.
Public Law 15-15 was authored and introduced by Rep. Justo S. Quitugua, Speaker Oscar M. Babauta, Reps. Jesus SN. Lizama and Ray N. Yumul.
Without a formal public hearing, the bill suspending the governments obligations to the Retirement Fund was passed unanimously by the majority of the COVENANT controlled legislative branch in 2006.
Public Law 15-15 only authorized the suspension of the employer contributions for the remainder of fiscal 2006 and for fiscal 2007. Fiscal year 2009 will soon end and fiscal year 2010 is already hitting a snag.
Public Law 15-15, which was House Bill 15-137 HD2 prior to its enactment, stated: “This Act moves the commonwealth closer to a restoration of its public finances an assurance that it can meet its obligation to its citizens, public employees and retirees.”
