You operate DPL freely without the advisory board speaking language in your own field of profession with supremacy thereby, deceiving the general public and politicians of your lack of experience and credentials. You hibernate inside your office and no one can see or reach you on a walk-in basis. It’s either through e-mail or an appointment by a later date.
Obviously it’s because you don’t have any clue, answer, or appropriate response to any land related matters. In fact, it’s a lot harder for any person to meet with you than to meet President Obama and you are hurting your political party.
Sir, no one really needs to be a nuclear underwater brain surgeon such as you to interpret or comprehend the constitution and the CNMI statutes. You look more disoriented and distorted with your view. Administratively, land compensation program could be instituted as a function of DPL and managed under retained amount of fund necessary to meet reasonable expenses. It does not need legislation. It takes an experience secretary to implement and expand programs under supremacy of laws for the good of DPL, indigenous people, and the entire nation. Not hibernating with sections of articles of the CNMI Constitution and statues relating to MPLC and its successors in the darkness.
I invite you to exit out of hibernation and cease wasting your office time writing editorials and journals. Open up to the public and face the challenge. You cannot earn experience in this field if you don’t get out and speak to people with knowledge and experience. Don’t rely too much on your legal counsels because they are not familiar with our land history from the Spanish era up to now.
