Signed authorizations

IN the early 70s I worked three summers for various sections of what was then called the Department of Administrative Services in American Samoa:  Bank Reconciliation, Job Orders, and Evaluation of Cash Receipts Accounting Systems.  One thing I learned early and clearly was that governmental actions involving payment of funds always required signed authorizations from appropriate parties.

I keep reading about who didn’t authorize the payment of accumulated annual leave upon separation from service (admittedly a generally standard approach in better times).  Tell me who did do so!

There are pieces of paper with signatures on them that should be relatively easy to produce.  If there aren’t, or there is resistance to making them available, things are much, much worse than has been described.
