Here are some SAFETY TIPS from the Department of Public Safety. DPS encourages all to apply these rules to be safe. Let’s all work together to give everyone a safe and enjoyable Halloween night and to give our kids some precious Halloween memories that they’ll have for life.
ADULTS:
• When taking your kids to sponsored events, make sure to keep an eye on them at all times.
• Know the routes your kids will be taking or plan it out for them and ensure that they follow it through.
• Have your kids travel in groups and have an adult along with them.
• Set time limits for your kids to return home, and have them call you every hour especially if they are running late.
• Buying customs for your kids make sure that it is fire proof.
• Make sure masks do not obstruct their view or breathing
• Put some reflective tapes on their front and back
• Have your kids carry a flashlight or night sticks and teach them to have it visible at all times especially when vehicles are present
• Ensure that swords, knives, and similar costume accessories are not hard, do not have sharp edges and should be short, soft and flexible
• Encourage your kids not to consume their goodies until you have examined all for choking hazards and that the goodies have not been tampered with.
CHILDREN:
• Be sure that you travel in groups or accompanied by an adult when “Trick or Treating”.
• Be sure that an adult accompanies you to the door of every home you approach.
• Do not enter homes without permission from your parents or the adult accompanying you
• Do not approach a vehicle unless accompanied by your parents or an adult
• Do not approach a home that is not well lit both inside and outside.
• Stay alert for suspicious incidents and report them to your parents, guardians and/or the proper authority
• Obey all rules and curfew times that your parents, guardians have set for you and be sure to call them immediately if you are running late
• Look both ways before crossing a street and do not play on the roadway
• Use your flashlight or carry a bright night stick around at all times
• Do not eat your goodies until an adult or your parents or guardians have examined them for choking hazards.
Do not eat unwrapped goodies or home made treats.
MOTORISTS:
• STAY ALERT for trick or treaters on our streets most especially driving through poorly lighted areas
• Sound your horn to alert trick or treaters of your presence
• BUCKLE UP. Use safety belts at all times
• OBEY all streets signs and rules of the road
• DO NOT SPEED in villages
International Blues and Slack Key Guitar Festival on Saipan and Guam
HAGÅTÑA (Micronesia Blues Society) — The International Blues and Slack Key Guitar Festival on Saipan and Guam will highlight four concerts, three nights, two islands, one island chain under a groove.

HOW MUCH: Absolutely free! Fun for the entire family! Everyone is welcome.

The Micronesia Blues Society continues its 20th birthday celebration with The International Blues and Slack Key Guitar Festival on Saipan and Guam, Friday, Saturday, and Sunday, Nov. 5, 6, and 7.
The festival will feature musicians from Hawaii, Korea, the Philippines, Saipan, Guam, and the U.S. mainland.
