2 charged in Tumon riot

HAGÅTÑA (The Guam Daily Post) — A riot involving up to 60 people outside a Tumon club early Sunday morning resulted in the arrest and charging of a man and a woman.

About 2:17 a.m. Sunday, Guam Police Department officers received information about a riot in progress at the Tumon club The W. Upon officers’ arrival, a security guard stated that his team cleared out the bar and asked patrons to clear the sidewalk area. People moved across the street to the Fuji Ichiban parking lot. The security guards “watched as a crowd began to form and fights began to break out,” court documents state.

When police arrived, they saw a “large crowd of between 30 to 60 people yelling and screaming (among) each other, in the parking lot between the west end of the Fuji Ichiban Restaurant and the Avis Rent-a-Car building,” documents state.

One officer then saw three women wrestling on the ground near the entrance to The W and another officer saw a group of men and women were walking toward the altercation “either to join or encourage them.” The officer immediately asked the group to leave, which they did. The officer then observed two females trying to restrain a third woman, who was identified as Vangie Louis, 21, according to the magistrate’s complaint.

The two other women were then able to calm Louis down, but Louis allegedly “started screaming profanities to no one in particular.”

“As the two females tried to control Louis, Louis pulled away abruptly, causing all three to fall to the ground. (The officer) noted that the three began pulling each other’s hair, but none were punching or kick(ing) each other. They appeared to be entangled in each other’s hair and refused to release what they gripped in each other’s fist,” court documents stated.

The officer subsequently intervened to stop them. The two other women complied, but Louis allegedly kept her grip and had to be physically untangled from the others’ hair. Louis was then placed in handcuffs by the officer.

“Louis continued to struggle while handcuffed and face down on the ground while (the officer) was kneeling by her left side,” the complaint stated, adding Louis allegedly smelled of alcohol, had bloodshot, glossy eyes and had slurred speech.

“(The officer) was suddenly surprised by Louis’s flexibility, in which she twisted her lower torso and kicked her left leg and foot back, striking (the officer’s) left shoulder. (The officer) attempted to control Louis’s legs. However, Louis kicked the officer on his left forearm and bicep,” according to the complaint.

The officer did not sustain any injury as he placed Louis’ legs in a “figure four” control hold until another officer arrived and placed Louis in a patrol car. While being taken to the car, Louis allegedly tried to resist by putting her weight on the ground and scratching the officer’s hand and thigh.

According to the complaint, one of the women was Louis’ sister, who apologized on Louis’s behalf, saying, “She normally doesn’t act this way and believed that Louis’s behavior was due to the alcohol.”

“Prior to the (officers’) arrival, a fight had occurred and Louis was struck on the face by an unknown female,” the complaint stated.

Louis was charged with disorderly conduct and public drunkenness as petty misdemeanors.

Across the street at the Fuji Ichiban parking lot, another group of officers attempted to disperse the group of 30 to 60 people as fights were breaking out.

One of the fights involved two women fighting and pulling each other’s hair when an officer pulled them apart and was escorting one of the women to a bench. However, as the officer was escorting the woman, he saw another officer attempting to disperse a group of men who were trying to run toward the officer with the woman.

According to a separate complaint also filed on Monday, most of the men complied, but Jamar Byars, 38, allegedly continued to pursue the officer escorting the woman and pushed the officer, who gave instructions to leave.

“Byars then screamed, ‘F*** you, she didn’t do anything,’ while taking a bladed stance (and) clenching his fists” before walking toward the officer controlling the crowd, the complaint stated.

The officer with the woman then told Byars to step back, but Byars allegedly refused and continued to yell when the officer told Byars he was being arrested on suspicion of disorderly conduct. Byars appeared to be intoxicated and had bloodshot, watery eyes and smelled of alcohol, documents stated.

“Byars refused to calm down when he was told he was being arrested, continued to advance and refused to place his hands behind his back,” according to the complaint, which added another officer was able to grab Byars by the legs and take him to the ground.

Byars was charged with assault against a peace officer as a third-degree felony, and disorderly conduct and public drunkenness as petty misdemeanors.
