Bill to ‘clarify’ ranks of DPS chiefs on Tinian, Rota

SENATE President Jude U. Hofschneider has introduced Senate Bill 22-46 to clarify the rank and file of the Department of Public Safety and give the mayors of Tinian and Rota the power to appoint DPS resident deputy commissioners with the advice and consent of the municipal councils.

S.B. 22-46 states that right now, the DPS rank and file structure does not identify the resident directors of DPS on Tinian and Rota as deputy commissioners. This “creates confusion and dissension….”

In contrast, the Department of Fire and Emergency Medical Services is headed by a commissioner, but the Tinian and Rota resident directors are identified as resident deputy commissioners.

DFEMS resident deputy commissioners are clearly identified in a rank and file structure, the bill stated.

“The resident directors in Tinian and Rota should be clearly identified in the Department of Public Safety rank and file as resident deputy commissioners with the appropriate corresponding duties and responsibilities,” S.B. 22-46 states.

The measure will require that DPS on Rota and Tinian “shall be administered by a qualified resident deputy commissioner who shall be appointed by the mayor with the advice and consent of the municipal council members from those respective islands.”
