Borja accused of having sex with minor, helping her keep infant from CPS

HAGÅTÑA (The Guam Daily Post) — A man wanted by police this week has been arrested on suspicion of kidnapping, criminal sexual conduct and child abuse.

On Tuesday evening, the Guam Police Department issued a wanted flyer for Shane Anthony Peredo Borja, who was sought “for his assistance to ensure the health and welfare of a 16-year-old female and 9-month-old baby that are accompanying him.”

Two days later, on Thursday afternoon, GPD announced officers had located and detained Borja and the minors were being assessed by medics.

“Through multiple interviews, collection of evidence and with the help of the public, detectives confirmed that 37-year-old Shane Anthony Peredo Borja assisted the female minor in running away with the 9-month-old baby,” the Guam Police Department said in a press release issued Friday.

Police stated further in the release that Borja had been apprehended and the female minor was taken into custody.

“Borja admitted to being in an intimate relationship with the female minor and providing her assistance to run away and evade police,” GPD stated.

Borja has since been arrested on suspicion of kidnapping, custodial interference, jurisdiction over an adult, first-degree criminal sexual conduct, child abuse, family violence and theft of a motor vehicle.

“In addition, Borja had two outstanding warrants of arrest. He was subsequently booked and confined at the Department of Corrections. … The female minor was taken into custody and was subsequently confined at the Department of Youth Affairs,” police said in the release.

The 9-month-old infant was assessed by Guam Fire Department medic personnel and later released to the custody of Child Protective Services under the Department of Public Health and Social Services.

Charged

Borja was charged in the Superior Court of Guam on Friday afternoon. He allegedly helped the minor and the 9-month-old child leave the minor’s foster family on March 28, according to statements in the magistrate’s complaint.

According to the complaint, the infant was the 16-year-old’s child, and she and Borja allegedly orchestrated “that they would evade authorities out of a desire to keep the baby out of the control of Child Protective Services.”

“Defendant also told police that he was in a relationship with (minor) since she was 14 years old and that the 9-month-old was his biological child,” the complaint stated, adding that Borja further stated he had sex with the minor a few months after meeting her when she was 14 years old.”Defendant admitted to knowing of (minor’s) age but indicated that he loved her and wanted to be a family,” the complaint stated.

Borja also told police that he stole a white Toyota Tacoma on Easter from Talo’fo’fo’ Falls, which was later recovered.

“Defendant also confirmed that while on the run, they hid in different locations to include an abandoned house and secluded beachfronts,” according to the complaint.

Borja was charged with two counts of third-degree criminal sexual conduct as second-degree felonies, theft of property as a second-degree felony and second-degree custodial interference as a third-degree felony.
