
THE Saipan Humane Society, in partnership with Humane World for Animals, is hosting a free two-day humane enforcement and animal handling training to equip law enforcement, animal control officers, and community members with the necessary skills to investigate animal cruelty and handle animals humanely.
This training will take place at the Koblerville Community Center from 9 a.m. to 3 p.m. on:
• March 12, Thursday – Investigating Animal Cruelty
• March 13, Friday – Animal Handling Best Practices
This specialized training is open to law enforcement officers, prosecutors, first responders, animal control officers, shelter and rescue staff, local government officials, and community advocates from Saipan, Tinian, and Rota who are committed to improving animal welfare and enforcement efforts in the region.
Training topics include:
• Investigating Animal Cruelty & Enforcement Best Practices
• The Link – Connection Between Animal Cruelty, Human Violence & Crime
• Prosecution & Sentencing Considerations for Animal Cruelty Cases
• Animal Handling & Field Techniques for Safe Capture and Transport
• Livestock Handling & Trapping Methods
• Animal Shelter Best Practices & Safety Protocols
About the speaker
The sessions will be led by Adam Parascandola, vice president of the Animal Rescue Team for Humane World for Animals. With over 25 years of experience, he has worked with federal and local law enforcement agencies worldwide to improve the enforcement of animal welfare laws and respond to cases of cruelty and neglect.
Why this training matters
The CNMI faces challenges with stray animal populations, animal cruelty cases, and the need for stronger enforcement of animal protection laws. This training will strengthen enforcement efforts, enhance humane handling skills, and improve collaboration between agencies and community organizations working to protect animals in our islands.
