Convict charged with repeated rape of minor, failing to register as sex offender

HAGÅTÑA (The Guam Daily Post) — A convicted sex offender is behind bars after he failed to register as an offender and allegedly raped a minor girl.

Carlos Glenn McGhee, 44, reportedly was “high on ice” each time he allegedly raped a 15-year-old girl who began living with the defendant in November 2023.

“The defendant and the victim usually slept on a futon in the living room. During one incident, the victim was in the living room when the defendant approached and began rubbing her breasts,” a magistrate’s complaint filed on Saturday in the Superior Court of Guam said.

McGhee allegedly called the teen derogatory names before he proceeded to rape her.

“The victim recalled another incident (that) happened after she observed the defendant smoking the drug ‘ice.’ The defendant told the victim to lay down and proceeded to remove the victim’s pants and have sexual intercourse with her. The victim indicated that the defendant would want to have sex with her after he smoked ice,” the complaint said.

The teen told officers with the Guam Police Department that McGhee stopped raping her in January but continued to touch her inappropriately while high on ice.

She said he also threatened her life two weeks go.

“Approximately two weeks ago, the victim told the defendant that she was going to leave and not return, and the defendant told her that he would stab and kill her. The victim indicated that she hardly eats because the defendant barely purchases groceries for the house due to the defendant always being high on ice,” the complaint said.

The Office of the Attorney General noted in the complaint that McGhee is a Level 1 sex offender, who failed to register for the last two years. His conviction is related to a 2019 criminal sexual conduct case.

“The defendant is a lifetime registrant who is required to report in person to the Guam Sex Offender Registry every 90 days. Records reveal that the defendant last reported on Sept. 12, 2022,” the complaint said.

McGhee was charged with two counts of first-degree criminal sexual conduct as a first-degree felony, two counts of second-degree criminal sexual conduct as a first-degree felony and failure to verify registration as a sex offender as a third-degree felony.

He was held on $50,000 cash bail.
