GDOE compiles information for personnel costs through FEMA reimbursement

HAGÅTÑA (The Guam Daily Post) — The Guam Department of Education is trying to recover funds spent on personnel costs related to Typhoon Mawar recovery.

On Feb. 16, an email was sent to GDOE school principals, assistant principals, administrators and timekeepers requesting information about employees who participated in debris removal efforts following the typhoon, which GDOE spokeswoman Maria Reyes-Burrier said is being done as a follow-up.

GDOE submitted a report to Guam Homeland Security and the Federal Emergency Management Agency on Sept. 30, 2023, according to Reyes-Burrier. “To substantiate our claims, FEMA needs detailed information on the dates, times and number of hours employees participated in the removal of debris using FEMA form,” Reyes-Burrier told The Guam Daily Post.

In order to substantiate GDOE claims, the requested information in the typhoon time sheet had to encompass debris removal activities such as “clearance, extraction and proper disposal of debris, which may include furniture, equipment and vegetation damaged by Typhoon Mawar.”

According to the email, GDOE had already exhausted “all available avenues to retrieve the necessary information.”

However, the specifics of the request necessitated the request for assistance at the school level. Feb. 23 was the deadline for school administrators to submit the detailed information.

Reyes-Burrier said on Feb. 26 that the requested information had been compiled.

“Currently, GDOE is reviewing and putting together the report and will resubmit to FEMA for review,” Reyes-Burrier said.
