RPPL 8-9 reduces the green fee from $30 to $15 and that the provision establishing the effective date of the fee to November 1, 2009.
Visitors in Palau will now pay a total of $35 as departure tax.According to the new law, the money generated from collection of the green fee shall be deposited into an account within the National Treasury that will be separate from other accounts.The money from it will be authorized and appropriated for the sole purpose of the operation of the Protected Areas Network (PAN) to be transferred to the Protected Areas Network Fund.In the transmittal letter to the Olbiil Era Kelulau leaders, the president said he has some concerns on the measure especially relating to its Constitutionality of some of its provisions.“While this bill does not address or cure all of my concerns, it does not address those that I had relating to the implementation and interpretation of the law,” the president said.He is hopeful that the concerns over the Constitutional issues will be addressed in a separate legislation in the future.RPPL 8-9 also contains provision on the line of credit of penalties states can impose.
