HOUSE Floor Leader Ralph N. Yumul on Thursday pre-filed House Joint Resolution 22-18 calling for a joint session at 10 a.m. on Dec. 1 in the House chamber to receive Gov. Ralph DLG Torres’s State of the Commonwealth Address.
The Republican governor initially set his SOCA for Oct. 21 at Kensington Hotel, but later rescheduled it for Oct. 31 at the same venue.
“In the spirit of cooperation,” he also requested Speaker Edmund S. Villagomez and Senate President Jude U. Hofschneider to hold a joint session on Oct. 31 for the governor’s SOCA.
The Democrat-Independent-led House is expected to adopt H.J.R. 22-18 in a session on Monday morning, Oct. 24.
According to the CNMI Constitution, “The governor shall report at least annually to the legislature regarding the affairs of the Commonwealth and new measures that are necessary or desirable. The report shall include a comprehensive annual financial report prepared in accordance with generally accepted governmental accounting principles.”
