House panel backs renomination of 2 public utilities commissioners

THE House Committee on Public Utilities, Transportation and Communications recommends the confirmation of public utilities commissioners Ramon S. Basa and Oscar P. Quitugua who were renominated by Gov. Ralph DLG Torres on Nov. 30, 2021.

The House of Representatives is expected to act on the committee’s recommendation when the House holds a session at 10:30 a.m., on Wednesday, May 25, at the Rota Court house in Sinapalo.

Chaired by Rep. Richard T. Lizama, the committee reported that after much deliberation, and based on the overall assessment of  the nominees’ overall credentials, experiences and other relevant issues considered, it is convinced that Basa and Quitugua possess the necessary qualifications and leadership skills to serve as members of the Public Utilities Commission.

The committee “is in full accord” with the renomination of Basa and Quitugua, and recommends that the full House confirm their renomination.

A former House member representing Precinct 5, Basa currently serves as program coordinator of the CNMI Office of Veterans Affairs. Prior to that, he worked for the Department of Finance as electronic gaming manager, tasked to oversee e-gaming license applications and on-site inspections.

Basa obtained a bachelor’s degree in social science major in economics from Western Oregon State College in Monmouth, Oregon. He completed graduate courses in economics at Portland State University.

Quitugua holds a master’s degree in school administration and supervision from San Jose State University in California, and a bachelor’s degree in sociology from the University of Guam. He was principal of Rota High School until he retired in 1995.

PUC members are nominated by the governor and must be confirmed by both the Senate and the House.
