Yap state was requested to participate in the meeting by FSM Secretary of Foreign Affairs Lorin S. Robert in his letter dated April 28, 2011.
Since Gov. Sebastian L. Anefal will be in Pohnpei for the session of the FSM Congress, among other things, he has appointed himself as representative of Yap to the JCM meeting.
The last Joint Committee Meeting was held in Honolulu, Hawaii late last year.
