Koror State bans entry of Aimeliik, Ngarchelong residents in its waters

Governor Yositaka Adachi said they will implement the law stated on the letter and looking for the possibility of adding more restrictions.

“To include possible any non- voters of Koror from Ngarchelong and Aimeliik they can go to Rock Islands but they have to pay like visitors.” Adachi said in an interview.

The Governor , however, said they are still open for any changes and hoping for the possibility of a meeting with Aimeliik Gov. Leilani Reklai and Ngarchelong Gov. Browny Salvador.

“We will pass the law, unless there are some developments that will come up prior to the effective date of July to impose the law. I believe we have the resources to do. We have the main power to do so.”Adachi added

He said the Koror State Legislature already drafted some measures and they will going through the process like conducting public hearing before it pass and signed by him into state law.

On April 19, Adachi together with the legislators wrote a letter to Gov. Reklai and Gov. Salvador asking them to study their Bul and discuss it with their traditional leaders.

However only Gov. Reklai responded and talked with Adachi to review their Bul.

Under the Bul anyone caught fishing within the territorial waters of Aimeliik and Ngarchelong will be sanctioned. Many residents from Koror State were affected by the traditional law.

The law which will be implemented by the KSG includes: prohibiting state voters of Aimeliik and Ngarchelong from fishing within the territorial waters of Koror; to enter in the Koror State. Selectively enforce KSPLA’s lease amnesty for residents of Koror and deny eligibility to all lessees who are voters of Ngarchelong and Aimeliik; prohibit Ngarchelong and Aimeliik state voters from applying for any lease in Koror and the law would then impose a new fine of $500 for each offender.

The law will take effect on July 1, 2010.
