2 arrested for ‘ice’ possession

Associate Judge David A. Wiseman set a cash bail of $50,000 for Huang Dong and Huang Feichuan, also known as Friend.

The defendants were represented by attorney Matt Holley while Assistant Attorney General Mike Evangelista appeared on behalf of the CNMI government.

The preliminary hearing was set for June 11 while arraignment will be held on June 16.

The police affidavit submitted to the court stated that members of the Department of Public Safety’s Narcotics Unit and Drug Enforcement Administration conducted a controlled  buy-walk operation on April 18 using a cooperating source.

The cooperating source called Huang Dong’s cellphone and ordered $500 worth of ice from the defendant.

The defendant and the cooperating source agreed to meet on a gravel road in As Lito and proceeded with the transaction “wherein the cooperating source handed the defendant the marked money in exchange of a crushed glass-like substance,” the affidavit stated.

It added that on April 29, authorities conducted another buy-walk operation on the gravel road next to Sherwood across from Hopwood Junior High School. The cooperating source managed to purchase $250 worth of ice from Huang Dong, the affidavit stated.

Authorities said they conducted four buy walk-operations with Huang Feichuan in San Antonio.

The first operation occurred on April 29 — the cooperating source managed to purchase $250 worth of ice from Huang Feichian.

The second operation was conducted on April 30 — the cooperating source managed to buy $250 worth of ice from the defendant.

The third operation occurred on May 30 — the cooperating source managed to buy $450.

The last operation happened on June 3 involving $250 worth of ice.
