$48.6M in CIP funds still unspent

Addressed to Tinian Legislative Delegation chairman and Senate Vice President Jude U. Hofschneider, Rota Legislative Delegation chairman Sen. Juan M. Ayuyu, and Saipan and Northern Islands Legislative Delegation chairman Rep. Ray A. Tebuteb, the CIP list  identifies which projects have been completed and how much money was spent from 2006 to present.

There are 27 CIPs that are still ongoing, five are pending the re-bid of construction and 12 have been completed. There are also a few projects being redirected due to varying issues.

For the current fiscal year, the Saipan power generation, which was allotted $1.6 million, is still ongoing and $965,844 of the money remains unspent.

None of last year’s CIPs including the $3 million Puerto Rico Dump closure, the $3.5 million Rota power generation improvements and $380,262 Tinian Health Center equipment have been completed.

The other FY 2010 CIPs still pending are the $2 million Saipan water projects; $1.3 million Saipan power generation project; $1 million Saipan wastewater project; $4 million used oil infrastructure project; and $4.8 million water system improvement projects.

Of the 18 CIPs funded in FY 2009, only six have been completed. These are the $145,000 Susupe Baseball Park rehabilitation; $23,597, Office of Management and Budget building hardening and maintenance; $10,717, Rota Health Center; $12,000 Garapan drainage improvement; $53,155, multi-purpose center maintenance; and the $4,978 Capital Hill Baseball Field maintenance.

The Marpi Public Cemetery project  was indicated as still ongoing and of the $700,000 allocated for it in FY 2009, there’s still a balance of $122,889.

The $750,000 Kalabera Cave development project has its environmental assessment “almost done” while the $1.4 Tinian landfill and $18,811 Koblerville basketball court projects are still ongoing.

The CIPs in FY 2008 worth $850,000 have not yet been completed: $3 million, Tinian Instrument Landing System;  $400,000, Tinian fuel dock; $2.1 million, Tinian airport terminals; $1.7 million, Power Plant 1 rehabilitation; $1.2 million, Rota Eco-tourism Bird Sanctuary; and $80,000, Government House renovations.

Of the 18 CIPs funded in FY 2007, only five have been completed. These include the $1.2 million for lead detection and repair; the $28,986 Chalan Pale Arnold sewer repair project; and the $14,787 Dandan Children’s Park rehabilitation.

Of the six CIPs in FY 2006, only the $900,000 Marpi Landfill was completed.
