5 CPA managers affected by salary cap; senior staff engineer resigns

The five are managers who have been serving seaport and airport facilities on Saipan, Rota, and Tinian for over 15 years now — the acting comptroller, the human resource manager, chief of ports police, chief of fire division, and the senior staff engineer.

Variety learned John Sablan, the staff engineer, has opted to retire following the issuance of a memorandum that caps their salaries. His last day will be on July 19.

More resignations and retirement are expected at CPA in the following weeks.

The affected employees are receiving between $55,000 and over $60,000 a year.

In an interview yesterday, one of them expressed disappointment and frustration with the memorandum.

“Unfortunately, we’re the lucky batch that was hit by this memorandum,” said the employee who declined to be identified. “But past managers have received way beyond the salary cap and some of them have retired.”

CPA has 174 employees serving at the seaports and airports of Saipan, Rota and Tinian.

Their work hours have been reduced, one of them said.

“CPA employees have been in the 72-hour work schedule three times already — we’re suffering,” the employee said.

CPA implemented the  72-hour work schedule for 10 months in 1998.

Last year, an across-the-board 10 percent cut was imposed on CPA and other agencies for 12 months.

Last month, CPA imposed a work-hour reduction on its employees.
