This amount still does not include the millions awarded to the Guam Department of Education, the University of Guam or the Guam Community College, which are also having problems spending the funds.
The OPA report also noted that although funds from federal programs cannot be used to pay debts or expenditures incurred by other activities beyond the scope of work of the program for which it is intended, in December 2010, the Department of Administration broke the law and transferred $3 million from the Edward Byrne Memorial Justice Assistance Grant Program to help fund the daily operations of the general fund.
The $3 million was subsequently returned in January.
OPA also noted that the government of Guam continues to fail to perform the required comprehensive inventories of all its property in 2010 or in previous fiscal years.
