Women 17 to 25 years old have the opportunity to represent the CNMI as its ambassador to the world and be a positive role model for the communities of Saipan, Tinian, Rota and the Northern Islands.

The winner will be crowned the 2009 Miss Marianas Universe to compete in the 2009 Miss Universe in May and the 2009 Miss International Pageant in September.

Contestants will automatically receive free hair and make-up training, free nutrition and fitness training, free model portfolio, free media and public speaking training, a goodie bag from Stellar Marianas, opening number outfits, swimsuits and two month worth of fun community events and activities.

The titleholder could win $1,000 cash, $1,000 scholarship award, all expense-paid travel to the Miss Universe and Miss International pageants and a list of other fabulous prizes.

Contestants have to 17-25 years old, U.S. citizen, single, not married, have no children, and of good moral and ethical character.

Applications are available at the Marianas Variety office in Garapan and are due on Aug. 29.

NMC orientation for new students today

(NMC) — To familiarize them with their new surroundings and the expectations of college classes, new Northern Marianas College students are encouraged to attend the student orientation scheduled for today, Friday, at 9:30 a.m.

A second, more condensed orientation session will be conducted at 5:30 p.m.

Students can attend either one.

At the orientation, new students will be able to meet with advisors who will talk about student responsibilities, study skills, and tips for college success. NMC staff will also be on-hand to clarify the college’s registration process. The orientation will also include a tour of the college campus.

Cultural Heritage and Arts Pacifica Exhibit

(CCAC) — The Commonwealth Council for Arts and Culture says its Annual CNMI Cultural Heritage and Arts Pacifica Exhibit will be held from Aug. 29 to Sept. 30 at the Joeten Motors Building in San Jose.

The CNMI Cultural Heritage Exhibit will feature traditional Carolinian and Chamorro crafts as part of the CNMI-Wide Cultural Heritage month celebration in September.

The Arts Pacifica Exhibit will also feature artwork from Micronesia, Polynesia and Melanesia.

Together with CCAC’s newest partner, Joeten Motor’s, the Arts Council aims to continue the efforts of promoting, protecting and preserving the islands’ unique cultures through exhibits, as well providing an opportunity for public appreciation of the quality and the uniqueness of the arts and cultures of the Chamorros, Carolinians as well the neighboring cultures.

All interested artists and collectors are encouraged to submit and register their artwork at the Arts Council office on Capital Hill from Aug. 15 to 25, 8 a.m. to 4 p.m.

NMC registration begins next week

(NMC) —Registration for the Fall 2008 semester will begin on Monday, Aug. 18.

New students are required to take an English and math placement test before they register.

The schedule of placement tests and the Fall 2008 class schedule can be found online at www.nmcnet.edu.

Students who are only taking classes for certification purposes or for personal enrichment do not need to take the placement tests.

Ongoing students must clear any outstanding balance at the finance office, the library or the Curriculum Resource Center before they can register for classes.

To find out if any balances exist, students can visit the Office of Admissions and Records on campus in As Terlaje.

All students must first obtain the required slip from the English department before meeting with their academic advisors to fill in a registration form; registrants must then proceed to Room D-1 to complete the billing portion of registration.

A complete list of academic advising contacts as well as registration procedures may be found on the NMC Web site.

Application for admissions will be accepted until the last day of registration, which is Aug. 23, provided that both placement tests have been taken.

Tenorio pushes for interagency agreements

WASHINGTON — In recent letters sent to the secretaries of Homeland Security, Labor and Interior, CNMI Resident Rep. Pete A. Tenorio requested that agreements mandated by Public Law 110-229 and emphasized by the recent Government Accountability Office study on the law be developed as soon as possible, a media release from his office stated. 

Tenorio stated in the letters that “after carefully reviewing the GAO study (GAO-08-791) “Managing Potential Economic Impact of Applying U.S. Immigration Law Requires Coordinated Federal Decisions and Additional Data” it is evident that an interagency process to coordinate decisions relating to the implementation of Public Law 110-229 must be established by the Departments of Homeland Security, Labor, and Interior.”  

“The law is very clear, not only are the agreements mandatory but they are to be utilized to develop procedures to ensure that commonwealth employers have access to adequate labor, and that tourists, students, retirees, and other visitors have access to the commonwealth without unnecessary delay or impediment,” Tenorio said.

“Poor coordination, inflexible regulations, or hasty decisions could adversely impact the economy of the CNMI in clear contradiction with the intent of Congress which instructed that the commonwealth be given as much flexibility as possible in maintaining existing businesses and other revenue sources, and developing new economic opportunities,” he added. 

Tenorio went on to point out that “with the upcoming presidential election, a change of upper level policy makers is guaranteed.  Therefore, it is absolutely necessary that the interagency agreement called for in the law be created now, otherwise the process will be starting from scratch, and will be delayed until new departmental secretaries and their subordinates are confirmed by the Senate next year.’    If the agreements are not in place prior to this transitional period, career employees may not be able to make progress or may lose sight of the intent of the law.”

Tenorio also suggested that the governor be provided a significant role in the agreements since the law requires the various agencies to consult with the governor on many of the important decisions that will need to be made. 

“It is important that the governor play a vital role in the implementation of this law, and not just during the development of the regulations but also during the entire transition period and all of its extensions,” Tenorio said.   

Red flag raised at 12 Saipan sites

(DEQ) — The Division of Environmental Quality has raised the red flag at 12 sites on Saipan  and 1 site on Tinian and advises the public not to fish or swim within 300 feet of these locations for the next 48 hours or until otherwise notified.

Samples collected from San Roque School, DPW Channel Bridge, S. Puerto Rico Dump, Dai-Ichi Drainage, Hafa-Adai Hotel, Hafa-Adai Drainage, Garapan Fishing Dock, Garapan Beach, Garapan Beach Drainage, Comm. School Beach, Sugar Dock, San Antonio Lift Station and Harbor site on Tinian contained excessive concentrations of fecal indicator bacteria — enterococci — that exceeded the CNMI’s marine water quality standards.

These bacteria can indicate the presence of human and animal waste in the water.

But studies have also shown that storm water runoff in tropical environments may also contain these bacteria from the natural environment, which may not be directly associated with public health concerns.

The agency welcomes all inquiries as to the quality of the beach water.

The public is encouraged to contact DEQ at 664-8500 with any questions concerning this matter. 

Ocean-site market meeting

(CAO) — The Carolinian Affairs Office ocean-site market will be held at the Carolinian Utt in Garapan each Wednesday evening from 5 to 9 p.m. beginning Aug. 27.

There will be an informational meeting for all interested vendors on Monday, Au. 18, at 3 p.m. at the Carolinian Utt.

Red Cross Club 200 special 20th anniversary event

(ARC) — The NMI chapter of the American Red Cross is pleased to announce its 20th annual Club 200 dinner and raffle.

This year’s event will be on Oct. 25th at the Hyatt Regency Saipan.

The theme will be a “Halloween Ball” with special musical guest Willie K from Hawaii.

There will be many raffle prizes, a costume contest and a grand prize of $20,000 dollars.

Tickets will be available soon.
