Those who wish to take courses at NMC must take a placement test. Registration for NMC’s Fall 2009 semester is still ongoing until today.
Test takers must bring a valid photo ID — driver’s license, passport or school ID — and pencils. No admittance to the testing room will be allowed after the starting time.
There is a $25 fee for the English placement test that must be paid in advance at the NMC cashier.
No one will be allowed into the testing room without proof of payment — a receipt for the placement test fee, or the NMC application fee.
Payment for the NMC application fee will cover the English placement test fee.

(CUC) — The Commonwealth Utilities Corp. would like to inform the public that the power division will require a power interruption on Sunday, Aug. 23, from 8 a.m. to 8:45 a.m.
This power interruption is essential to allow the contractor to safely perform the final repairs to the damaged underground high voltage cable in Garapan.
The area to be affected will be the entire Feeder 2 Circuit: Portions of Lower Base, CPA Seaport, Hotel Street, Beach Road Garapan south to San Jose intersection.
Water outage
(CUC) — The Commonwealth Utilities Corp, announces a water outage scheduled in Kagman, Papago, and San Vicente areas, affecting customers residing along Kagman Road, starting from the intersection of Kagman Mobil Station, and south on Isa Drive down to San Vicente Church on Saturday, Aug. 22, from 7:30 a.m. to 6:30 p.m.
On Sunday, Aug. 23, customers along these areas can expect low water pressure.

International Coastal Cleanup Day
(Beautify CNMI) — The commonwealth will participate in the International Coastal Cleanup Day this year by adopting several beaches for cleanups on Saturday, Sept. 19.
Beautify CNMI is asking volunteer groups to adopt a beach for one morning and to recruit friends to help them cleanup and remove marine debris and other trash.

Parent orientation
(KagES) — Kagman Elementary School’s parent orientation is scheduled for Sept. 3.
All parents are encouraged to attend the orientation and meet their children’s teachers for school year 2009-2010.
The students’ school supply list will be provided by the teachers during the orientation.
Orientation for kindergarten to second grade students will begin at 9 a.m. and end at 11 am.
Orientation for third to fifth graders will begin at 1 p.m. and end at 3 p.m.
(USDA) — Tom Camacho, county executive director of the U.S. Department of Agriculture’s Farm Service Agency for Guam and the CNMI, announced that changes to the farm storage facility loan program have been implemented in accordance with the 2008 Farm Bill.
FSA administers the program on behalf of the USDA Commodity Credit Corporation.
“This program helps to ensure that producers have adequate capacity to store their harvested production until they sell it on the open market,” said Camacho. “USDA is committed to providing the necessary resources to keep producers financially solvent before, during and after each crop year.”

The farm storage program provides low-interest financing for producers of eligible commodities to build or upgrade farm storage and handling facilities. The maximum principal amount of a loan is $500,000.
Participants are required to provide a down payment of 15 percent, with CCC providing a loan for the remaining 85 percent of the net cost of the eligible storage facility and permanent drying and handling equipment.
Loan terms of 7, 10 or 12 years are available depending on the amount of the loan. Interest rates for each term may be different and are based on the rate which CCC borrows from the Treasury Department.
Partial funding can be made after a portion of the construction has been completed. The final fund disbursement will be made when all construction is completed. The maximum amount of the partial disbursement will be 50 percent of the projected and approved total loan amount.
Applications for FSFL must be submitted to the FSA county office that maintains the farm’s records. An FSFL must be approved before any site preparation or construction can begin.
The following commodities are eligible for farm storage facility loans:
• Corn, grain sorghum, rice, soybeans, oats, peanuts, wheat, barley or minor oilseeds harvested as whole grain
• Corn, grain sorghum, wheat, oats or barley harvested as other-than-whole grain
• Pulse crops – lentils, small chickpeas and dry peas
• Hay
• Renewable biomass
• Fruits (including nuts) and vegetables – cold storage facilities
Red flag raised at 11 sites
(DEQ) — The Division of Environmental Quality says water samples collected from Central Repair Shop, DPW Channel Bridge, S. Puerto Rico Dump, American Memorial Park, Hafa-Adai Hotel, Hafa-Adai Drainage, Garapan Fishing Dock, Sugar Dock, CK District #2 Drainage, Chalan Piao Beach, and San Antonio Lift Station contained excessive concentrations of fecal indicator bacteria — enterococci — that exceeded the CNMI’s marine water quality standards.
These bacteria can indicate the presence of human and animal waste in the water.
To adequately address public health concerns, DEQ has given these locations a red flag and advises the public not to fish or swim within 300 feet of these locations for the next 48 hours or until otherwise notified.
